Is the Dismantling of State Administration Threatened?

In recent months, two issues have been widely discussed regarding state administration: significant personnel changes in some ministries and selected agendas, and a law on state employees that the new government introduced very soon after taking office — without deeper expert debate and outside the standard legislative process.
