In 1908, Korean independence fighters led by Ahn Jung-geun defeat the Japanese army in a battle on Mount Sina near Korea's northern border. General Ahn then releases Japanese prisoners of war in accordance with the laws of war - an act that arouses suspicion and causes a rift within the resistance movement.
A year later, a group of activists gathers in Vladivostok - Ahn Jung-geun, Woo Duk-soon, Kim Sang-hyun, Mrs. Gong, Choi Jae-hyung, and Lee Chang-sup - determined to reclaim their homeland. When they learn that Japanese statesman and first resident-general of occupied Korea Ito Hirobumi is heading to Manchuria for negotiations with Russia, Ahn and his men set out for Harbin.
